Avon convenes an anti-Federation alliance, but Zeeona, the daughter of warlord Zukan, has fallen in love with Tarrant; and Zukan is in the employ of Servalan. Avon and Soolin are captured, and only Soolin's impersonation of Zeeona engineers their escape. Meanwhile a bomb traps the rest of the crew and Zeeona with a lethal airborne radioactive virus.
